The 2025 Sunshine List ranks the highest-paid city employees in Toronto

The Toronto Sunshine List is out for 2025, giving the public a transparent look into who gets paid what by the City of Toronto. 

Like the names atop the broader Ontario Sunshine List, the high salaries City employees earned in 2024 are bound to be a controversial topic, especially amid such uncertain financial times and polarized opinions about the current state of the city.

Here’s a ranking of the top paid City of Toronto employees as detailed in the latest Sunshine List.

  1. Paul Johnson, City Manager: $479,163.73
  2. Wendy Walberg, City Solicitor: $351,670.07
  3. Edward Earle, Deputy City Solicitor: $294,723.74
  4. Vickery Bowles, Public Library Board: $288,306.20
  5. John D. Elvidge, City Clerk: $279,695.05
  6. Kalliopi Chapman, Deputy City Solicitor: $275,999.49
  7. Raymond Allen Mickevicius, Deputy City Solicitor: $266,835.28
  8. Sharmila M. Clark, Deputy City Solicitor: $263,421.26
  9. Kirsten Margaret Franz, Deputy City Solicitor: $259,652.84
  10. Kelly Matsumoto, Deputy City Solicitor: $259,311.64

Toronto City Manager Paul Johnson climbed from the #2 rank in 2023 salaries to the top spot in 2024.

Johnson’s wage in the previous Sunshine List was $417,216, meaning he earned a $61,947 raise from the year before. Johnson’s 2024 pay increase alone exceeded the average Toronto wage of $57,549 based on ZipRecruiter data as of late March 2025.
