It was a parked vehicle. The ticket is for opening a door when traffic makes it unsafe to do so.

That is why all traffic, needs to watch out for people opening their doors into traffic. I see that all the time, guys walk up to their vehicle, and open the door to enter, without shoulder checking to see if they are going to block someone. Or park the car, then get out, then check for traffic. When in a moving car, that usually ends up with a broken door, and smashed grill and headlights. When it is a motorcycle, it can mean major repairs and a trip to the hospital. When it is a bicycle, it can be deadly.
Although the car driver was totally at fault, the bike driver should have been paying more attention.
